Model Bylaws Subcommittee Confirms Virtual Ability to Hold Annual Meetings: The Minnesota Credit Union Network Model Bylaws Subcommittee worked with the Minnesota Department of Commerce Director of Credit Unions, Aeton de Long-Hersh, to confirm that Annual Meetings of state-chartered credit unions may be held in-person, remote, or by hybrid means.
NCUA Board Adopts Final Rule on Succession Planning and 2025 Budget: On December 17, the National Credit Union Administration (NCUA) board met and unanimously adopted the final rule on succession planning with an effective date of January 1, 2026, requiring boards of directors of federally insured credit unions (FICUs) to establish written succession plans that cover specified positions, including board members, management officials and assistant management officials, and other positions that a FICU’s board deems critical. CFPB Finalizes Rule to Protect Homeowners: The Consumer Financial Protection Bureau (CFPB) finalized a rule mandated by Congress that applies existing residential mortgage protections to Property Assessed Clean Energy (PACE) loans. FTC Issues Advice On Preventing and Mitigating Digital Security Risks: On December 13, the Federal Trade Commission issued on its technology blog an advisory article to prevent and mitigate security risks through data management, software development and product design.

The Results Are In! 130,000 Credit Union Employees Participated in CU Forward Day Nationwide12/10/2024
Over a decade later, this Kindness Day Initiative has spread to six states – Illinois, Michigan, Montana, New Jersey, Pennsylvania, and Wisconsin. In Minnesota, 58 credit unions participated with over 4,000 volunteers spending 18,865 hours on one day giving back.
The initiative will take place next year on Monday, Oct. 13, 2025. Congress needs more time to address several pressing issues before the December 20th funding deadline to prevent a government shutdown.
CFPB Starts FCRA Rulemaking Against ID Theft and Coerced Debt: The Consumer Financial Protection Bureau (CFPB) is seeking information in advance of preparing a proposed rule to address concerns related to information furnished to credit bureaus and other consumer reporting agencies concerning coerced debt.
CFPB Credit Card Late Fee Rule Struck Down: On December 7, the United States District Court of Northern Texas issued an order to deny the lifting of the temporary injunction which had been issued in July. Joint Agency Statement on Elder Financial Exploitation: The National Credit Union Administration joined five other regulatory agencies in issuing a statement to provide financial institutions with examples of risk management and other practices to effectively combat elder financial exploitation. BOI Reporting Rule National Injunction: On December 3, the Eastern District of Texas Federal Court issued a nationwide injunction on the Department of Treasury Financial Crimes Enforcement Network’s (FinCEN) final rule for Beneficial Ownership Interest (BOI) reporting. Purpose Driven Coffee—a group that started in Saint Paul in 2023 is coming to Rochester!
